Well there were songs that had almost nothing special on the screens (mainly the older songs) but got great fan reactions.
And I'm not sure how the visual control works out but for songs like RBS they just brought out the same visuals they've been using since the Absolution Tour. Not sure if they have them all in stock or something though.

As for instruments, they're still mainly a guitar/bass/drums band. There shouldn't be much conflict from what they already plan to bring on the road.

To an extent I think they do have a point though. I think Muse were being very slack about organization of these things.

Absolution:
Time is Running Out
Stockholm Syndrome

Maybe BaH

All other songs from the regarding albums are / will be dropped and never played again.

If the point is that they were lazy, then yes.
If the point is that they are somehow restricted by visuals/stage design, then no.

The excuse that the setlist is restricted by the stage and visuals is utter bullshit. I've always been annoyed by that excuse.

definitely lazy. Maybe on a more elaborate stage (sadly what I think we might get) it could be a legitimate excuse, but for TR, hell no.

They've used the old visuals to all the rarities they've played on TR tour. See RBS for an example.

And they don't really need specific instruments for every song. The guitar he uses for SS can be used for loads of rarities.

But it's not cool if he doesn't switch instruments for every song. In an ideal world he'd switch guitars three times mid-song for every song.

I can't see Cave being played in this tour, it was the Showbiz rarity (with Sunburn) of the TR tour. IF they play a Showbiz song sometimes, it might be Showbiz or Muscle Museum (I've heard from sources that Morgan rebuilt the pedal)
